Yes, by design. Every generated event includes a dedicated 'Lasting Consequences' section, and the generator is explicitly guarded against vague resolutions like 'the city was saved' or 'life returned to normal' — consequences must be specific enough for a GM to reference sessions later.
Comic Book Events are campaign-scale by nature, so the Scale option runs from National through Multiversal. For a smaller, single-villain threat, use the BBEG / Campaign Villain or Quest Hook generators instead.
